Which codes apply to AC work in Glendale?
Glendale's building codes page lists the 2024 International Building Code with the 2024 International Residential Code for homes, the 2024 International Mechanical Code and the 2024 International Energy Conservation Code, with city amendments effective January 9, 2026. In practice, a replacement is inspected against current code, not the code in force when your house was built, which can add items such as updated disconnects or condensate routing to an older home's job.
Glendale's Building Safety page says permit applications are reviewed electronically and that it is "highly recommended that applicants verify HOA requirements before submitting plans." The city does not publish an AC change-out exemption, so ask the Development Services Center at 623-930-2800 (5850 W. Glendale Ave.) whether your swap needs a permit, and let your licensed contractor file it.
APS or SRP in Glendale?
On the APS Metro Phoenix service territory map, Glendale is a patchwork: parts of the city are shaded APS service area and large parts are shaded non-APS, which is largely SRP. You cannot choose; it follows your address (KJZZ).

Housing in Glendale: older, and more rentals
Census survey data for 2019 to 2023, compiled by Point2Homes, gives Glendale a median construction year of 1986, with about 23% of units built in the 1970s and 23% in the 1980s. About 43% of occupied homes are rented, compared with about 24% in Peoria and 21% in Surprise. If you rent, report a cooling failure to your landlord in writing; Arizona law gives tenants specific remedies when a landlord fails to supply essential services such as cooling (Arizona Multihousing Association).
Housing type matters for heat risk. Maricopa County's 2025 report found that about 23% of indoor heat deaths happened in an RV, trailer or mobile home, although only about 5% of the county's housing is that type, and that where an AC unit was present it was not functioning in 72% of cases (Maricopa County 2025 Heat-Related Deaths Report).
